 これまで諸外国で開催された万国博の多くは、公園的環境の中または公園に接して会場が設けられました。これに対して、日本の場合は山林を全面整地して会場が造成され、そこに超近代的な鋭い造形やあざやかな色彩のパビリオンが林立します。これらのはなやかな刺激の強い造形の中にあって、静かなやすらぎと落着きを与える空間を設ける必要があると考えられました。この空間として緑のいこいの場を造ることが、日本庭園を出展した一つの目的です。
 日本式の庭園は、その伝統的な美しさと深い味わいにより、海外から高く評価されてきました。この伝統的な造園手法に現代の新しい技術と感覚を加えた庭園を造って、日本で開かれる万国博に展示し、現代の代表的な庭園として広く紹介することとしました。これが、この庭園を造成したもう一つの目的であり、特に日本政府が出展した理由でもあります。
 一般に、庭園の様式は、自然式と整形式の二つに大きく分けられます。日本では、整形式庭園は発達せず、ほとんどが自然式で、その表現技巧と手法は、閑雅・清そ・優美・繊細といえます。これは、日本の自然それ自体の特徴的性格と日本人の心情によるものです。つまり、日本の気候が温暖多湿であり、動植鉱物の造園材料の種類が豊富であること、自然の風景自身が箱庭的で変化に富んだ繊細な景観を呈していること、更に、日本人が、自然の摂理に順応し、草木花鳥を愛する心が厚い民族であることなどに起因しているといわれています。
 このような背景のもとに発達した日本庭園は、自ずと閉鎖的・内向的な手法に自然との対話を求めて、閉ざされた環境の中に自然の姿を擬縮し、哲学的な表現を指向してきました。この庭園のように、同時に数千人の人々が利用するのは、庭園にとってきわめて特殊なケースであり、このため、様式・技法などの表現も当然大きく変わってきます。しかし、その根底をなす思想は、常に自然と人間との調和ある世界の創造であり、この博覧会のテーマ「人類の進歩と調和」を表現するものとして最もふさわしいものといえましょう。
 敷地は、面積約26ヘクタール・東西約1,300メートル・南北約200メートルの細長い地形で、北側が一帯に高く、西から東に傾斜しています。庭園は、この特異な地形を利用して西側の水源から東に流れる水流を配して、「流れ」を主題として構成しました。水の流れに人類の進歩と時の流れを象徴させ、全体として調和のとれた一つの作品を造ること意図したものです。この意図の現れとして、流れに沿って日本庭園がたどってきたそれぞれの時代の特徴的手法を採り入れるとともに、単なる時代展示としてではなく、現代的な感覚による、新しい一体の作品としてまとめました。
 大まかな地割りは、四つに分けられます。最も上流となる西端部には迎賓館があり、周辺一帯はモミ・イヌマキなどの常緑針葉樹を密植して、上代をしのばせています。また、この東側に泉がわき、水は南北の谷を流れます。北は、滝の水と合流してもみじ谷となり、南は竹の間を静かに流れる小川となります。
 この二つの谷にはさまれた小山は、黒松の疎林で一面ツツジでおおわれています。この山頂には休憩所、中腹には二つの茶室が建っており、これらの建物の周辺は茶庭様式を採り入れた中世風の庭となっています。
 南北の両谷は、合流して州浜となり、その景観は日本独特の石庭の起源を思わせます。流れは、更に中央の池に注ぎます。池に面した中央休憩所からのちょう望は、芝山を背景として雄大に展開し、日本式庭園の集成期である江戸時代初期に範をとった近世風の庭となっています。
 東側は、未来を象徴する明るく立体的なデザインのこい池・はす池しょうぶ田と、純日本的な段々畑をかたどった花壇が連なって、開放的な現代の庭園となっています。

OUTLINE OF THE JAPANESE GARDEN
 
   Most of the sites for the world expositions held in various countries were located in a park or were adjacent to a park. In the case of EXPO '70 in Japan, however, the site has been developed on a land area comprising of hills and forests. On this site there now stand numerous ultramodern pavilions with sharp forms and bright colors.In planning this site, it was necessary to provide a space which would be conducive for peace and quiet in the midst of such spectacular and stimulative structures. To provide this place with green trees and shrubs where visitors can relax and rest is one of the purposes in presenting this Japanese garden.
    Japanese style gardens have been highly rated abroad for their traditional beauty and deep significance. The purpose of this garden you see here is to introduce new dimension and techniques which are blended with the traditional landscape gardening. We proudly exhibit this for the first world exposition held in Japan and introduce it widely as a representative example of our modern landscape gardening.For this purpose, Japanese Government has built and is exhibiting this garden.
    In general, the gardens may be categorized broadly into two type: natural gardens and formal gardens. In Japan, almost all the gardens have been of the natural type. Practically no formal type gardens have been developed. The art and technique used in Japanese landscape gardening express sense of refinement, purity, elegance and delicacy. This is due to the natural surroundings as seen in Japan and to the emotional feelings of the Japanese people. That is to say, the climate of Japan is generally mild and humid. The landscaping materials include a great variety of animals, plants and minerals.
    The natural scenery itself has the charm of a miniature garden in which a scene rich in variety is presented with compactness and delicacy. Moreover, the Japanese is a race of people who have lived by adapting themselves to nature and have a deep love for trees, grasses, flowers and birds.
    The Japanese gardens which have developed under such circumstances have naturally sought communion with nature in a secluded and introspective manner by condensing nature's scenes in secluded environments and by aiming at a philosophical expression. The Japanese Garden of EXPO '70 which is expected to accommodate several thousand people at a time is a very exceptional type of a garden. Although we were obliged to change form and technique in building this garden, the basic underlying thought is unchanged ..., namely, the creation of a world in which there is harmony between nature and men. Therefore, it may be said that the garden expresses most appropriately the Exposition's theme "Progress and Harmony for Mankind".
   The site, approximately 64 acres in area, is long and slender in shape with dimensions being 1,300 meters from east to west and 200 meters from north to south. The elevation of the northern part is higher and the land slopes down toward the east.
    By taking advantage of this peculiar topography in constructing the garden, we arranged a brook to flow eastward from the water source in the west. "The Stream" is selected as the theme of the garden. The flow of water symbolizes the progress of mankind and the passing of time, and harmonizes the whole area. According to this purpose, the characteristic landscaping methods in the respective periods of history of Japanese gardens were employed in building the different sections of the garden along the stream. Besides, the whole garden is plotted out, not as a mere array of the techniques of the different periods, but as a new artistic work based on the modern sense.
    The garden site is roughly divided into four areas. The uppermost area in the extreme west is provided with the Guest House. Here evergreen conifers such as firs and INUMAKI(Podocarpus macrophylla) are densely planted to make the place reminiscent of the ancient times. A spring gushes out at the eastern edge of this area and is branched out to form the northern and southern streams that flow down the adjoining area. The former merges the water from the waterfall and runs through a ravine of maple trees, and the latter flows quietly through a bamboo grove.
    There is a hill between the two streams. It is covered with Japanese azaleas, among which stand black pines sparsely planted. There is a resting house at the top of the hill and two tea-ceremony houses on its mid-slope. The vicinity of the tea houses constitutes a KARE-SANSUI(dry landscape) garden and another tea garden. This garden section adopted the landscaping method of the Middle Ages.
    The northern and southern streams merge to form a deltaic sandy beach. The view reminds us of the original form of the stone garden unique to this country. The stream goes on and flows into a pond in the center of the garden. The view from the central resting house by the pond is magnificent with a hilly lawn in the background. This garden represents the Modern Age style. It was built after the early Yedo Period style which established the present style of the Japanese garden.
    In he eastern area of the garden there are a pond for viewing fishes, a lotus pond, an iris pond and flower-beds modelled after the pure Japanese terraced farm. The spacious modern garden with its three dimensional arrangement symbolizes the future.
